REGULATION FOR STUDENT SCHOLARSHIPS AND DISCOUNTED TUITION FEE IMPLEMENTATION
(Acts 18/1986,
39/1992, 58/1992, 37/1997 and 37/2011)
Regulation
under Article 7(3)(J) and 15(2).
These
regulations have been made by the Board under Section III, Article 7 (3) (J) and
Section V, Article 15(2) of the Statute establishing the Eastern Mediterranean
University and North Cyprus Education Foundation.
CHAPTER I

In
this regulation, unless otherwise stated, “Persons with disabilities” refer to individuals
who encounter difficulties in integrating into society as well as taking care
of their daily lives because of an impairment in their physical, mental,
psychological, emotional and social skills at varying degrees due to causes
that may be present either from birth or at a later stage in life and, at the
same time, to individuals who are in need of rehabilitation, counselling and
support services, or to individuals with thalassemia or sickle-cell disease
who have certified their disease, regardless of its degree, at health
institutions either within the TRNC or in their own countries. “ÖSYM” refers to the Student Selection and
Placement Center. “Rector’s Office” refers to the
University’s executive organ. “Senate” refers to the University’s academic
organ. “Martyr or Veteran” refers to individuals
as defined by the Turkish Republic of Northern Cyprus Law No. 7/1974 on
Assistance to Martyrs’ Families and Veterans. Their status is determined in
accordance with this legislation through the decisions of the Committee for
the Identification of Martyrs, Veterans, and Their Relatives. “The Republic of Türkiye Higher
Education Council”
refers to the autonomous organisation with public legal personality
regulating all higher education activities in the Republic of Türkiye. “University Executive Board” refers to the organ
supporting the Rector in the administration of the University. “Board of Trustees” refers to the highest
decision making organ of the University. The
terms in this Regulation have identical meanings with those appearing in the Statute establishing the
Eastern Mediterranean University and North Cyprus Education Foundation 18/86. |

regulation aims to ensure the smooth and accurate implementation of
scholarships and tuition fee discounts to be granted by the Eastern
Mediterranean University within the set criteria and conditions specified
below. |

CHAPTER II
TYPES OF SCHOLARSHIPS

(1) |
EASTERN
MEDITERRANEAN UNIVERSITY – INCENTIVE SCHOLARSHIP – 1 This
scholarship is awarded to students who have been successfully listed amongst
the first 5000 students and who have been admitted to one of the EMU programs
according to scores obtained from any category (excluding scores obtained
from the Language Category) of the Turkish Republic University Entrance Exam
held by the Turkish Republic Higher Education Student Selection and Placement
Board (ÖSYM). The scholarship includes exemption from tuition fees, free
accommodation in double rooms in EMU dormitories, a monthly pocket money equivalent to 50% of the net minimum wage
(provided to the student as a check) for ten months during the academic year,
two round-trip flight tickets between Türkiye and TRNC per year and a
notebook computer. These scholarships continue on the condition that the student
has fulfilled the attendance condition and the student’s CGPA has been
submitted for the relevant semester. The duration of the scholarship is the
standard period of study specified for the registered program. If necessary,
the scholarship includes one additional year at the English Preparatory
School for those programs which require English Preparatory education. For
each extended semester and until their graduation, students who fail to
graduate at the end of the standard study period are expected to pay 50% of
the new tuition fees specified for standard students who have been placed to
the same program during the current year. Students who leave their program of
study lose their rights for scholarship. However, if the students transfer to
another program with discounts for priority choice within their standard
period of study, they are required to pay 50% of the new tuition fees paid by
students who have been placed to the program during the current year and they
lose all other rights gained within the framework of this article. |

EASTERN
MEDITERRANEAN UNIVERSITY – INCENTIVE SCHOLARSHIP – 2 and EMU ENTRANCE EXAM
SCHOLARSHIP This
scholarship is awarded to students placed in designated scholarship programs
determined by the Board of Trustees, based on the results of the University
Entrance Examination conducted annually by the Turkish Council of Higher
Education Student Selection and Placement Center (ÖSYM) and in accordance
with the Eastern Mediterranean University (EMU) Regulations for Entrance Exam
and Student Admission. The scholarship includes exemption from tuition fees.
The duration of the scholarship is the standard period of study specified for
the registered program. If necessary, the scholarship includes one additional
year at the English Preparatory School for those programs which require
English Preparatory education. For each extended semester and until their
graduation, students who fail to graduate at the end of the standard study
period are expected to pay 50% of the new tuition fees specified for standard
students who have been placed to the same program during the current year.
Students who leave their program of study lose their rights for scholarship.
However, if the students transfer to another program with discounts for
priority choice within their standard period of study, they are required to
pay 50% of the new tuition fees paid by students who have been placed to the
program during the current year. |

EASTERN
MEDITERRANEAN UNIVERSITY – INCENTIVE SCHOLARSHIP FOR INTERNATIONAL STUDENTS Based on
the criteria specified by the “International Citizen Merit Based Scholarship
Evaluation Committee” appointed by the University Executive Board and
approved by the Board of Trustees, this type of scholarship is awarded to the
Citizens of the International Students. The scholarship covers the tuition
fees and free accommodation in EMU dormitories. The duration of the
scholarship is the standard period of study specified for the registered
program. If necessary, the scholarship includes one additional year at the
English Preparatory School for those programs which require English
Preparatory education. For each extended semester and until their graduation,
students who fail to graduate at the end of the standard study period are
expected to pay 50% of the new tuition fees specified for standard students
who have been placed to the same program during the current year. Students
who leave their program of study lose their rights for scholarship. However,
if the students transfer to another program with discounts for priority
choice within their standard period of study, they are required to pay 50% of
the new tuition fees paid by students who have been placed to the program
during the current year. |

(4) |
SCHOLARSHIPS
GRANTED ACCORDING TO THE TRNC EMU ENTRANCE AND SCHOLARSHIP EXAM Based on
the results of the TRNC EMU Entrance and Scholarship Exam held in line with Regulation
for EMU Entrance Exam and Student Admission and in accordance with the
criteria approved by the Board of Trustees per program, one student is
granted 100%, one student is granted 75% and one student is granted 50%
scholarship. The scholarship only includes an exemption from the tuition
fees. The duration of the scholarship is
the standard period of study specified for the registered program. If
necessary, the scholarship includes one additional year at the English
Preparatory School for those programs which require English Preparatory
education. For each extended semester and until their graduation, students
who fail to graduate at the end of the standard study period are expected to
pay 50% of the new tuition fees specified for standard students who have been
placed to the same program during the current year. Students who leave their
program of study lose their rights for scholarship. However, if the students
transfer to another program with discounts for priority choice within their
standard period of study, they are required to pay 50% of the new tuition
fees paid by students who have been placed to the program during the current
year. |

(5) |
OTHER SCHOLARSHIP AND DISCOUNTED
PROGRAMS Programs that fall into this
category are the 25%, 50% or 75% scholarship programs specified in the
guidelines of the Turkish Republic Higher Education Student Selection and
Placement Board (ÖSYM). The duration of the scholarship is the standard
period of study specified for the registered program. If necessary, the
scholarship includes one additional year at the English Preparatory School
for those programs which require English Preparatory education. In the event
of students receiving 75% scholarship not graduating from their registered
programs at the end of the standard period of study, they are required to pay
50% of the new tuition fees paid by new students who have been placed to the
same program during the current year, in order to register to the relevant
programs. In the event of students receiving 25% or 50% scholarship not
graduating from their registered programs at the end of the standard period
of study, they are required to pay the new tuition fees paid by new students
who have been placed to the same program during the current year with a
consideration of their scholarship status, which is either 25% or 50%, in
order to register to the relevant programs. Students receiving scholarships
within the framework of this article who complete their program of study
during the standard study period lose their scholarship rights. However, if
students benefiting from 75% scholarship scheme transfer to another program
with discounts for priority choice within their standard period of study,
they are required to pay 50% of the new tuition fees paid by students who
have been placed to the said program during the current year. If students
benefiting from 25% or 50% scholarship scheme transfer to another program
with discounts for priority choice within their standard period of study, the
scholarship granted to them continues in the same way and the amount to be
paid by the student is calculated in accordance with the new tuition fees
specified for new students who have been placed to the same program during the
current year. |

(A) |
EXEMPTION SCHOLARSHIP In line
with the criteria specified by the “International Citizen Merit Based
Scholarship Evaluation Committee” appointed by the University Executive Board
and approved by the Board of Trustees, this type of scholarship is awarded to
one undergraduate student per country by the said committee. The scholarship
only covers the tuition fees. The duration of the scholarship is the standard
period of study specified for the registered program. If necessary, the
scholarship includes one additional year at the English Preparatory School
for those programs which require English Preparatory education. For each
extended semester and until their graduation, students who fail to graduate
at the end of the standard study period are expected to pay 50% of the new
tuition fees paid by students who have been placed to the same program during
the current year. Students who leave their program of study lose their rights
for scholarship. However, if the said students transfer to another program
with discounts for priority choice within their standard period of study,
they are required to pay 50% of the new tuition fees paid by students who
have been placed to the said program during the current year. |

(B) |
TUITION FEE DISCOUNT Tuition
fee discount is awarded based on the criteria specified by the “International
Citizen Merit Based Scholarship Evaluation Committee” and approved by the
Board of Trustees. Students receiving this scholarship upon the Committee’s
evaluation are granted a 25% or 50% discount in their tuition fees. The
duration of the scholarship is the standard period of study specified for the
registered program and includes one additional year at the English
Preparatory School, if necessary, for those programs which require English
Preparatory education. In the event of students with either 25% or 50%
tuition fee discount not graduating at the end of the standard duration of
study, they are expected to pay the new tuition fees paid by new students who
have been placed to the same program during the current year, with a
consideration of their discount status, which is either 25% or 50%. Students
who leave their program of study lose their rights for scholarship. However,
if the said students transfer to another program with discounts for priority
choice within their standard period of study, they are expected to pay the
new tuition fees paid by new students who have been placed to the same
program during the current year, with a consideration of their scholarship
status, which is either 25% or 50%. |

(C) |
SCHOLARSHIPS TO BE GRANTED IN THE EVENT OF THE
TERMINATION OF SCHOLARSHIPS AWARDED TO INTERNATIONAL STUDENTS BY THE TURKISH
REPUBLIC OF NORTHERN CYPRUS MINISTRY OF EDUCATION In the
event of the termination of 100% tuition fee scholarship awarded to
international students by the TRNC Ministry of Education, such students are
granted 25% or 50% scholarships in accordance with Article 5(8)(B) of these
regulations. The scholarship only covers the tuition fee. The duration of the
scholarship is the standard period of study specified for the registered
program and includes one additional year at the English Preparatory School,
if necessary, for those programs which require English Preparatory education.
In the event of students with either 25% or 50% tuition fee scholarship not
graduating at the end of the standard duration of study, they are expected to
pay the new tuition fees paid by new students who have been placed to the
same program during the current year, with a consideration of their
scholarship, which is either 25% or 50%. Students receiving scholarships
within the framework of this article who complete their program of study
during the standard study period lose their scholarship rights. However, if
students benefiting from the aforesaid scholarship scheme transfer to another
program with discounts for priority choice within their standard period of
study, they are granted a 25% or 50% scholarship over the new tuition fees paid
by new students who have been placed to the same program during the current
year. |

TRNC – TOP
RAKING GRADUATE OF HIGH SCHOOL SCHOLARSHIP Students
who have gained the right to register for a program at Eastern Mediterranean
University within the year of graduation after having successfully completed
a high school or an equivalent institution as the highest ranking student
with a graduation degree of excellent are awarded 100% scholarship. In the
event of students awarded with 100% tuition fee scholarship not graduating at
the end of the standard duration of study, they are expected to pay 50% of
the new tuition fees paid by new students who have been placed to the same
program during the current year. Students who leave their program of study
lose their rights for scholarship. However, if the said students transfer to
another program with discounts for priority choice within their standard period
of study, they are required to pay 50% of the new tuition fees paid by
students who have been placed to the program during the current year. |

(8) |
TR – TOP
RANKING GRADUATE OF HIGH SCHOOL SCHOLARSHIP Students
who are the nationals of the Republic of Türkiye and at the same time, who
have successfully graduated from a Turkish Republic high school as the
highest ranking student, and who have been admitted to one of the
undergraduate programs at EMU in the year of graduation by the Turkish
Republic Higher Education Student Selection and Placement Board (ÖSYM) or
with the high school highest ranking graduate quota receive a tuition fee
scholarship of 100%. In the event of students awarded with 100% tuition fee
scholarship not graduating at the end of the standard duration of study, they
are expected to pay 50% of the new tuition fees paid by new students who have
been placed to the same program during the current year. Students who leave
their program of study lose their rights for scholarship. However, if the
said students transfer to another program with discounts for priority choice
within their standard period of study, they are required to pay 50% of the
new tuition fees paid by students who have been placed to the program during
the current year. |

(9) |
HIGH
HONOUR AWARD |
||||
(A) |
In each
program of the university, students who achieve high honour status by ranking
within the top 1% based on their semester GPA, the total number of students
in their program and their course load, qualify for the high honour
scholarship outlined in the table below, regardless of their academic
standing or current semester. |

of whether a program has a student population of 100, at least one high
honour student from each program is granted a high honour scholarship based
on the top 1% achievement threshold outlined in paragraph (A) of this
article. For programs with more than 100 students, if 1% of the total student
count is not a whole number, it is rounded up to the nearest integer. |

(D) |
In the
case of students having identical semester grade point averages (GPA),
priority is given to the student with the higher cumulative grade point
average (CGPA) and total credits earned. If the tie persists, the scholarship
is awarded to all qualifying students |
||||
(E) |
If a
student has paid the tuition fee in advance for the academic semester, the
high honour scholarship will be applied as a deduction from the tuition fee
of the subsequent academic semester. In the case where a student entitled to
the high honour scholarship graduates or holds a 100% scholarship, the high
honour scholarship will be provided to the student as a monetary award. For
students with a 100% scholarship, the amount to be awarded will be calculated
based on a 75% scholarship rate. |

(F) |
Programs
that undergo changes in their title and/or faculty or school are regarded as
the same program. The ranking is established by sorting the grades of the
students in the relevant program in descending order at the conclusion of the
second semester |

(10) |
SPORTS
GRANT Sports Grant is a scholarship
offer by the university to a student who achieves the first place
individually or in teams in a sport activity representing EMU that is
accepted by the University Executive Board, or who is a national player in
their country and an active member of one of the EMU Sports Clubs. The grant
covers full or partial reduction in tuition fees or accommodation fees of the
EMU dormitories, on the condition that the student maintains active and
successful involvement in sports at the university. The scope, duration and
conditions of the grant are regulated by the principles for “Eastern
Mediterranean University Sports Grants Implementation” specified by the
University Executive Board and approved by the Board of Trustees. |

(11) |
RESEARCH
ASSISTANT SCHOLARSHIP Scholarships to be granted to research assistants who have been enrolled
in one of the postgraduate programs in EMU are regulated by “Regulations for
Research Assistant Appointment and Postgraduate Scholarship Implementation”
prepared by the Senate and approved by Board of Trustees. |

(12) |
STUDENT
WITH DISABILITY SCHOLARSHIP (TRNC) In line with the annual quota specified upon
recommendation of the University Executive Board and the approval of the
Board of Trustees, TRNC nationals who have a disability degree of 40% and
above, are eligible to receive 100% tuition fee scholarship. In cases where
the students do not have any disabilities, but; |

(A) |
their guardian has a disability degree of 40% and
above, and holds a valid Board Report certifying that they cannot work, the
student is granted a 100% tuition fee scholarship. |
||||
(B) |
their guardian has a disability degree of 40% and
above, and holds a valid Board Report certifying that they are eligible to
work, the student is granted 50% tuition fee scholarship. |
||||
The scholarship awarded covers the normal duration
of the student’s enrolled program, with an additional 2 academic years, which
includes a maximum of one year at the Foreign Languages and English
Preparatory School. Students who fail to graduate within the specified period
may continue their enrolment by paying half of the tuition fee applicable to
the students admitted in that academic year, based on their current
scholarship rate, until they graduate. Students who cancel their registration
and subsequently re-enroll will be eligible to receive the scholarship once
again. |

(13) |
SCHOLARSHIPS
FOR THE CHILDREN OF MARTYRS AND VETERANS (TRNC) Children
of those who are recognized as martyrs or disabled veterans are entitled to
100% tuition fee scholarships upon gaining the right to study at EMU. To
retain the scholarship, students must maintain a minimum GPA of 2.00 at the
end of each semester. The scholarship is valid for the normal duration of the
student’s enrolled program, including a maximum of one year spent at the
Foreign Languages and English Preparatory School. Students who are unable to
graduate within the specified time frame may continue their enrolment by
paying half of the tuition fee required for new students admitted in that
academic year, based on their current scholarship rate, until graduation.
Students who cancel their registration and re-enroll will be reinstated for
the scholarship, provided they meet the required academic performance. |

(14) |
SCHOLARSHIPS IMPLEMENTED FOR TR
NATIONALS WHO HAVE TRANSFERRED TO EMU FROM FOUNDATION, PRIVATE AND STATE
UNIVERSITIES Granted in
line with the areas and rates determined upon the recommendation of the
Rector’s Office and the approval of the University Executive Board, this type
of scholarship is awarded to the nationals of the Turkish Republic
registering for EMU through horizontal transfer. The duration of the
scholarship is the standard period of study specified for the registered
program and includes one additional year at the English Preparatory School,
if necessary, for those programs which require English Preparatory education.
Students who are unable to graduate within the specified time frame may
continue their enrolment by paying the new tuition fee applicable to students
admitted in that academic year, according to their existing scholarship rate,
until graduation. |
||||
(15) |
POSTGRADUATE
SCHOLARSHIP Awarded
during the Fall and Spring Semesters, postgraduate scholarship refers to the
100% and 50% scholarships offered to a certain number of students studying at
postgraduate programs upon the recommendation of the Institute for Graduate
Studies and Research and the approval of the Rector’s Office. Students
wishing to benefit from Postgraduate Scholarship who will be enrolling to
postgraduate programs for the first time, are expected to submit their
application to the Institute for Graduate Studies and Research. Criteria for
application is specified by the Institute for Graduate Studies and Research.
Applications for scholarship are evaluated by the academic units in line with
the criteria determined by the Institute for Graduate Studies and Research.
In accordance with Article 4(5) of the ‘Regulation for the Appointment of
Research Assistants and Postgraduate Scholarships’, students deemed suitable
to receive 100% scholarship are appointed as ‘Category E Research
Assistants’. These students are expected to undertake duties as specified in
Article 6 of the Regulation for the Appointment of Research Assistants and
Postgraduate Scholarships. Scholarship
Requirements for students wishing to benefit from the postgraduate
scholarships are as follows: |

(A) |
The
duration of the postgraduate scholarship is 3 semesters for master’s programs
without thesis, 4 semesters for master’s programs with thesis and 10
semesters for doctoral degree (PhD) programs. Scholarships of students who
fail to graduate at the end of the standard period of study and are granted
with an extension, are decreased to half for the following two semesters and
for each extended semester outside the standard duration of study, students
are required to pay the tuition fees specified for non-scholarship students
who have registered to the same program in the current year. Semesters of
frozen registration are not within the scope of the scholarship and students
undertake the payment of the fees for freezing their registration. |

(B) |
In the event
of taking a scientific support or English Preparatory program prior to the
start of the master’s or doctoral degree (PhD) program, semesters spent in
the aforesaid programs are added to the duration of the scholarship, on the
condition that they have not exceeded one year. |
||||
(C) |
Scholarships
of the student who change their programs will not be valid for the new
program. |
||||
(D) |
Courses
with NI status do not fall within the scope of the scholarship during the
standard scholarship period. |
||||
(E) |
For the
scholarship to be renewed in the following semester, the student must
successfully complete all registered courses, and their cumulative grade
point average (CGPA) must be at least 3.00 out of 4.00 by the end of the
semester. If these requirements are met, a student whose scholarship was
previously suspended will be eligible to resume their scholarship status. |
||||
(F) |
A discount
of 20% is applied on the postgraduate program tuition fees of the TRNC public
officers and employees of the institutions/organisations in TRNC which have
settled collaboration protocols with the Eastern Mediterranean University. |
CHAPTER III
TYPES OF DISCOUNTS

(1) |
TUITION
FEE DISCOUNTS FOR THE CHILDREN OF VETERANS (TR) Upon gaining admission to Eastern Mediterranean University, the
tuition fees for children of individuals who served in the 1974 Peace
Operation and hold the title of ‘Veteran’, will be set at the same rate as
the tuition fees for students with Turkish Republic of Northern Cyprus (TRNC)
nationality. The duration of the scholarships granted under this article
covers the standard duration of the student’s enrolled program, with an
additional year for programs requiring English Preparatory education. Students
who do not graduate within the specified timeframe may continue their
enrollment by paying the new tuition fee required for students admitted in
that year, until they graduate. |

(2) |
TUITION FEE DISCOUNTS FOR STAFF, ALUMNI, SIBLINGS AND FAMILY The following discounts are
granted to family members of Eastern Mediterranean University staff who are
enrolled at the university, including their dependent children, siblings,
parents, and the children for whom the parents are responsible: |

(A) |
EMU staff (those who have worked at the
university for a minimum of 15 years (including pensioners)) receive a 50%
tuition fee discount for their children who register for a program in EMU
(excluding certification programs). |
|||
(B) |
EMU graduates receive a 25% tuition fee
discount for their children who study at undergraduate and associate programs
at EMU. If both parents are the graduates of Eastern Mediterranean
University, a discount of 50% is applied on the tuition fee of the children. |
|||
(C) |
Siblings who study at EMU undergraduate or
associate degree programs receive a discount of 25% for each of the first two
siblings who meet the specified criteria. Further siblings receive a 50%
discount in their tuition fees. Discounts granted for three siblings are also applied for two siblings
and a parent studying at the undergraduate or associate programs at the same
time. Students who have been enrolled in a post-graduate program and, at the
same time, who do not receive any discounts and/or support for their tuition
fees from the University can benefit from a 10% discount for siblings. |

(D) |
Spouses or children of international
citizens who work at EMU are eligible to pay the same amount of the tuition
fee specified for TRNC citizens. |
|||
(E) |
Special students, students who have frozen
their registration or students on part-time status are excluded from
discounts specified in Article 5. |
|||
(F) |
The discounts granted under this provision
are valid for the standard duration of the student’s enrolled program,
including an additional year for programs that require English Preparatory
education. If a student fails to graduate within the specified timeframe,
they may continue their enrollment by paying the full tuition fee applicable
to new students admitted that year, without the discount, until graduation. |

(3) |
TUITION FEE DISCOUNTS FOR GOVERNMENT OFFICIALS (TR) WORKING IN TRNC The
tuition fees for children of Turkish nationals employed by the Turkish
Embassy, Turkish Cypriot Peace Forces Command, Security Forces Command, or
those temporarily assigned by the Turkish Government or Turkish Public
Institutions to work in public service or state-owned enterprises in Northern
Cyprus, who are admitted to or studying at Eastern Mediterranean University,
will be equivalent to the tuition fees for students with Turkish Republic of
Northern Cyprus (TRNC) citizenship. Students who do not graduate within the

TUITION FEE DISCOUNTS FOR TR
NATIONAL OR INTERNATINAL STUDENTS WHO HAVE GRADUATED FROM TRNC HIGH SCHOOLS Citizens
of the Turkish Republic or international countries who have graduated from a
high school in TRNC (uninterrupted four years of study at TRNC high schools)
and registering for EMU (excluding students from TR or international students
to be enrolled in international joint programs) after having gained the right
for admission pay the same amount of the tuition fee specified for the
nationals of the TRNC. |

(5) |
TUITION FEES FOR THE
SPOUSES/CHILDREN OF THE MEMBERS OF THE TURKISH ARMED FORCES |
|||
|
(A) |
Children or spouses of the members of the Turkish Armed Forces
(including pensioners) who have been placed or gained the right for admission
to the programs of EMU with priority choice discounts through the Student
Selection and Placement Center or through the Special Skills Exam, pay the
same amount of the tuition fee specified for the nationals of the TRNC. The
duration of the discount granted within the scope of this article is the
standard period of study specified for the registered program and includes
one additional year at the English Preparatory School, if necessary, for
those programs which require English Preparatory education. Students who do not
graduate within the designated timeframe may continue their enrolment by
paying the new tuition fee applicable to TRNC students admitted in that
academic year, until they graduate. |

(B) |
A 20% tuition fee discount is applied on the tuition fees of the
children or spouses of the members of the Turkish Armed Forces (including
pensioners) who have been placed or gained the right for admission to the
programs of EMU without priority choice discounts through the Student
Selection and Placement Center or through the Special Skills Exam. The
duration of the discount granted within the scope of this article is the
standard period of study specified for the registered program and includes
one additional year at the English Preparatory School, if necessary, for
those programs which require English Preparatory education. Students who do
not graduate within the designated timeframe may continue their enrolment by
paying the new tuition fee applicable to students admitted in that academic
year, with a consideration of 20% discount. |

(6) |
OTHER CASES THAT TUITION FEE DISCOUNTS ARE APPLIED |
|||
(A) |
STUDENTS WHO HAVE SPECIFIED EMU PROGRAMS (WITH NO SCHOLARSHIP or NO
DISCOUNT OPTIONS) AS THEIR PRIORITY CHOICE Students
who have specified EMU programs without scholarship/discount options
specified in the ÖSYM Guideline as their priority choice receive a tuition
fee discount in line with the rates of discounts recommended by the
University Executive Board and approved by the Board of Trustees. Students
who wish to change their program may continue to benefit from the discount in
line with the criteria below and on the condition that the quota for the
program of transfer has not been filled and that the program has a priority
choice discount option. (a)
If the
priority choice discount rates are the same, the student receives the same
amount of discount in the transferred program. (b)
If the
priority choice discount rates are lower than the student’s first program of registration
(before the transfer takes place), the student receives the discount offered
by the program of transfer. (c)
If the
priority choice discount rates are higher than the student’s first program of
registration (before the transfer), the student receives the same amount of
discount s/he was offered in the original program of registration. The
duration of the discount granted within the scope of this article is the
standard period of study specified for the registered program and includes
one additional year at the English Preparatory School, if necessary, for
those programs which require English Preparatory education. Students with a
preferential discount who are unable to graduate within the determined period
may continue their enrollment by paying the new tuition fee applicable to
students admitted that year, until they graduate. For students with a
preferential discount above 50%, a 50% discount will be applied, while those
with a preferential discount below 50% will receive the scholarship or discount
in accordance with their current rate. |

(B) |
DISCOUNTS FOR
SPECIAL PROFESSION GROUPS (a)
Students
who have been placed to an undergraduate program of Eastern Mediterranean
University through the Turkish Republic Student Selection and Placement
Center (ÖSYM) and, are children of teachers and academicians who perform
duties in the field of education (including pensioners) receive a discount of
20%. (b)
Students
who have been placed to a program of Eastern Mediterranean University Faculty
of Health Sciences or School of Health Services through the Turkish Republic
Student Selection and Placement Center (ÖSYM) and, are children of those who
work in the field of healthcare, receive a tuition fee discount of 20%. The
duration of the discount granted within the scope of this article is the
standard period of study specified for the registered program and includes
one additional year at the English Preparatory School, if necessary, for
those programs which require English Preparatory education. Students who do not graduate within the
designated timeframe may continue their enrolment by paying the new tuition
fee applicable to students admitted in that academic year, with a
consideration of 20% discount. |

(C) |
SPORTS
DISCOUNT Students who have been admitted to their respective programs through
the Student Selection and Placement Exam (ÖSYM) and, at the same time, who
are members of the national team in any sport branch or who are licensed
sports players in the highest league receive a 20% discount in their tuition
fees. The
duration of the discount granted within the scope of this article is the
standard period of study specified for the registered program and includes
one additional year at the English Preparatory School, if necessary, for
those programs which require English Preparatory education. Students who do not graduate within the
designated timeframe may continue their enrolment by paying the new tuition
fee applicable to students admitted in that academic year, with a consideration
of 20% discount. |
CHAPTER IV
RULES PERTAINING TO SCHOLARSHIPS OR DISCOUNTS
Suspension, Reinstatement and Repayment of
Scholarships or Discounts |
7. |
(1) |
CONDITIONS FOR THE
SUSPENSION OF SCHOLARSHIP or DISCOUNT Unless
otherwise specified, the suspension of a scholarship or discount granted
under this Regulation is subject to special conditions required for the
continuation of such scholarships or discounts stipulated in this regulation
and, to the general conditions specified below: |

(A) |
Cessation of the requirements for the granted
scholarship or discount, |
||||
(B) |
Termination of the student’s relation with the
university for any reason. |
||||
(2) |
REPAYMENT
OF SCHOLARSHIP or DISCOUNT Conditions concerning the repayment of scholarships
or discounts are carried in line with the articles specified below: |
||||
(A) |
Scholarships or discounts granted under this
regulation are contingent upon the student’s continued enrollment in their
program. If a student benefiting from a scholarship or discount decides to
withdraw from the university or transfer to another institution, they must
first pay the difference between the tuition fee they paid with the scholarship
or discount and, the full, undiscounted tuition fee for their program in the
last academic year. |
||||
(B) |
However, upon the approval of the Rector’s Office,
students may be exempt from the repayment requirement on the condition that
they present a Health Board Report regarding the matters stated below: |
||||
(a) |
In the event of the passing of student’s parent(s),
sibling or offspring, |
||||
(b) |
In the event of the student’s parent(s), sibling or
offspring having health problem that requires the care or accompaniment of
the student, |
||||
(c) |
In the event of the student experiencing health
problem(s) that prohibit the continuation of their studies. |
||||
(3) |
REINSTATEMENT
OF SUSPENDED SCHOLARSHIP The scholarship or discount are instated if the
reasons for suspending the scholarship or discount are resolved. |
||||
Criteria
for the Implementation of Multiple Scholarships or Discounts |
8. |
Criteria
to be sought in implementation of multiple scholarships or discounts are
specified as below: |

(1) |
A student
may not benefit from multiple scholarships or discounts under any
circumstances except for the High Honor Scholarship. If a student is found
suitable for more than one scholarship or discount based on the criteria, the
scholarship/discount which would be more favourable for the student is
granted. |
||||
(2) |
However, in accordance with Article 9 of this
regulation, the scholarships or discounts provided may not adhere to the rule
outlined in paragraph 1 of Article 8, unless explicitly stated otherwise in
the decision, protocol, contract, or directive that serves as the basis for
the scholarship or discount. The decision, protocol, contract, or directive
underlying the scholarship or discount must not be personalized to an
individual or student. |

Other Scholarship Applications |
9. |
(1) |
In order
to increase successful and qualified student flow to the University and/or to
promote the University abroad, one or more scholarships on transportation,
accommodation (dormitory), books and tuition fees may granted upon the
approval of the Rector’s Office, on the condition that the budget approved
has not been exceeded. |
||
(2) |
In
situations of necessity that fall outside these regulations, the Board of
Trustees may grant tuition fee scholarships/discounts on the condition that
the approved budget has not been exceeded. |
||||
Granting of Scholarships for with Part-time Status |
10. |
Excluding
the conditions originated by the University administration, if students are
on part-time status during certain semesters, those semesters are considered
and processed as full semesters in terms of the scholarship awarding period. |
|||
Scholarships and Discount During Summer Semester |
11. |
No scholarship, financial support or tuition fee
discounts are granted to students registering for Summer Semester courses. |
|||
Scholarships and Discounts During Vertical or
Horizontal Exams |
12. |
The normal
study period calculation of students with exempted courses who have
registered to the University through Vertical Transfer Exam or Horizontal
Transfer Exam is carried out with a consideration of the given exemptions and
the latest semester of completion. |
|||
Extension
of Preparatory Studies Period of Students Benefiting from a Scholarship or
Discount |
13. |
As
required by this regulation, in the event of a student’s scholarship/discount
period exceeding one-year preparatory education period, the exceeded period
of time will be considered to have been spent within the student’s registered
program. |
|||
Granting of Scholarships in Cases of Horizontal
Transfers between Programs with Identical Curriculum |
14. |
Grants of
students with 100%, 75% or 50% scholarships who have been admitted to
programs offering the same education through the same curriculum but in two different
mediums of instruction continue as usual during the standard period of study,
in the event of the students’ transfer between Turkish-medium and
English-medium programs or vice versa. Students who fail to graduate within
the standard study period of the first program of admission become subject to
the new tuition fees specified for students registering for the new
(transferred) program for the first time in the current year, with a consideration of their scholarship
status; In this scope, those who started their studies with a scholarship of
100% become subject to a decrease of 50% in their scholarship and those who
started their studies with scholarships of 75% and 50% will only be granted
25% scholarship. |

Implementation of Amnesty |
15. |
Former scholarships
or discounts granted to students who left the university but renewing their
registration in our university through Academic Amnesty will continue as
usual during the remaining period of study specified for their respective
programs. |
|||
Programs,
Courses, and Other Applications not Falling within the Scope of Scholarships
and Discounts |
16. |
Programs,
courses and other applications which do not fall within the scope of
scholarships and discounts are as specified below: |
|||
(1) |
The
scholarship and discount provisions outlined in this regulation are not
applicable to International Joint Programs and the Pedagogical Formation
Program. Students enrolled in these programs are obligated to pay the full
tuition fee without any scholarship or discount. However, the athlete
scholarship, sibling discount or scholarship, graduation discount, and the
scholarships or discounts specified in paragraph 11 of Article 5,
subparagraphs (B) and (C) of Article 6, and Article 9, will also be applied to
students in International Joint Programs. |
||||
(2) |
The
scholarships, discounts, and exemptions outlined in this regulation are
applicable to undergraduate, three-year, and associate degree programs, with
the exception of the provisions stated in paragraphs 11 and 15 of Article 5.
These do not apply to graduate programs. |
CHAPTER V
TEMPORARY AND FINAL PROVISIONS
Temporary
Provision |
1. |
Students
who were receiving scholarships and discounts before the enactment of this regulation
will continue to do so in accordance with the provisions of the Regulation
for Student Scholarships and Discounted Tuition Fee Implementation, issued
under Public Instrument No. 349 dated 03.05.2019, and the decisions of the
Board of Trustees, which have been superseded by this regulation. |

2. |
The
scholarship allocations specified in paragraph 4 of Article 5 of this
regulation will be applicable to programs admitting students through Special
Talent Exams, beginning with the 2025–2026 Academic Year. |
Termination |
17. |
Upon the
enactment of this regulation, the “Eastern Mediterranean University
Regulation for Student Scholarships and Discounted Tuition Fee
Implementation”, issued under Public Instrument No. 349 on 03.05.2019, will be
revoked. |

into Force |
19. |
This
regulation comes into force as of the beginning of the 2024 – 2025 Academic
Year Fall Semester upon its publishing in the Official Gazette, covering
