REGULATION FOR ENTRANCE EXAMS AND STUDENT ADMISSION

Regulation under Article 4(2)

 

Eastern Mediterranean University Board of Trustees has made this Regulation in accordance with Article 4(2) of the Eastern Mediterranean University By-law for Education, Examinations and Success.

 

I. GENERAL PROVISIONS

Regulation for Eastern Mediterranean University Entrance Exams and Student Admission

Description

Unless stated otherwise in this regulation;

“Academic Term” refers to the Fall and Spring Semesters determined by the University Senate.

“ÖSYM” stands for the Student Selection and Placement Center.

“Rector’s Office” refers to the executive organ of the university.

“Senate” refers to the university’s academic organ.

“T.R. Council of Higher Education” refers to the autonomous organisation with public legal personality regulating all higher education activities in the Republic of Turkey.

“University Executive Board” refers to the organ supporting the Rector in the administration of the University.

“Board of Trustees” refers to the highest decision making organ of the University.

The terms in this Regulation have identical meanings with those appearing in the Statute establishing the Eastern Mediterranean University and North Cyprus Education Foundation 18/86.

Scope

This regulation covers the entrance exam for student admissions to the units of the Eastern Mediterranean University (hereinafter referred to as EMU), admission conditions and requirements for the Foreign Languages and English Preparatory School and the freshman year.

 

II. MAIN PROVISIONS

High School Graduation

4.

Students must be graduates of a high school or any other equivalent secondary institution to be admitted to EMU.

Admission Conditions for the T.R. Nationals

5.

Nationals of the Turkish Republic are granted the right for registration to EMU’s programs in line with the International Agreement pertaining to the mutual recognition of universities established in accordance with the Republic of Turkey and the Turkish Republic of Northern Cyprus law and legislation.

Admission Conditions for the TRNC Nationals

Nationals of the Turkish Republic of Northern Cyprus are admitted to EMU in line with the set quota and through the methods specified below:

(1)   To be placed in an associate or undergraduate program through the entrance exam organised by EMU;

(2)   Admission to four-year programs deemed appropriate by the University Senate with the success demonstrated during high school studies;

(3)   Students who are placed in any program with their score obtained in the EMU Entrance Examination may register for another program within the quota, provided that they have obtained sufficient score in the relevant field score type. However, a candidate, who is unable to be placed in a program as a result of the program preference list, may register for another program, on the condition that they have obtained a satisfactory score.

 

 

(4)   To be successful in at least 5 GCE O Level or equivalent exams in the relevant branches in the English secondary education system and to be placed in a program through pre-registration within the quota determined for such students;

(5)   To be successful in the internationally-recognised exams (i.e., International Baccalaureate, SAT and similar) in accordance with the conditions determined by the relevant Faculty or School Boards and to be placed in a program through pre-registration within the quota to be determined for such students;

(6)   To have graduated from a department of trade and vocational high schools in the TRNC which is related to the applied department and to have been pre-registered for a two-year program within the quota determined for such students;

(7)   In programs that admit students with the Special Skills Test, to demonstrate successful performance in interviews or portfolio evaluations to be assessed by the academic staff of the program;

(8)   To have graduated from a high school and other equivalent institutions in TRNC other than the high schools of trade or vocational high schools and to have been placed in a two-year program through pre-registration within the scope of the quota determined for such students;.

Admission Requirements for Students from the Third Countries

All students from countries other than the Turkish Republic of Northern Cyprus and Turkish Republic may be admitted to the University based on the set quota for the students Third Countries and their performance in high school.

Additional Admission Conditions for TRNC Nationals Who Have Graduated from High Schools in Third Countries

TRNC nationals who have graduated from a high school in a country other than the TRNC or the Republic of Turkey are admitted to the university in scope of the quota allocated for students from the third countries, on the condition that they fulfill the conditions specified in Article 5 of  this regulation and that they obtain a high school equivalence document from the TRNC Ministry of Education.  

Admission Conditions for Students with Dual Nationality and Students who have been Granted TRNC Citizenship at a Later Date

Amongst students who have been admitted to EMU in scope of the international agreement between the Republic of Turkey and the TRNC or the quota set for the students from Third Countries,  those with dual nationalities and nationals of the Republic of Turkey or  Third Countries who obtained the TRNC citizenship at a later date are entitled to pay the tuition fees specified for the citizens of the Turkish Republic or students from Third Countries.    

Other Methods of Admission

Further methods of student admission other than the ones specified in this regulation are executed upon the recommendation of the Rector’s Office and the approval of the Senate.

Admission through Horizontal and Vertical Transfer

(1)

External Horizontal Transfers:  Those who have studied at a university or any other equivalent institution of higher education for a minimum of one semester can apply to EMU for a horizontal transfer. In order for such applications to be accepted,

A)      the student is required to be registered at a university or institution of higher education; (Being on a leave of absence does not constitute a problem for the student to benefit from the right of horizontal transfer)

B)       the student is expected to possess a CGPA of the semesters completed at the registered program;

 

 

 

C)       nationals of the Republic of Turkey are expected to fulfill the conditions specified in the international agreement pertaining to the mutual recognition of universities established in accordance with the Republic of Turkey and the Turkish Republic of Northern Cyprus law and legislation;

 

 

 

Ç)

In order for the applications for horizontal transfers to be taken into account, they should be submitted during;

 

 

 

 

(a) the 2nd or 3rd semester in associate programs,

(b)the 3rd, 4th, 5th or 6th academic semesters in 4-year undergraduate programs,  

(c) the 3rd, 4th, 5th, 6th, 7th and 8th academic semester in 5-year undergraduate programs.

 

 

 

Applications of candidates who meet the criteris specified above are and finalised by the Faculty or School Council based on the previously set quota for each department and with a consideration of the views of the relevant Department Council.

 

(2)

Internal Horizontal Transfers:  Students who have studied for at least one semester (excluding the Foreign Languages and English Preparatory School) at the Eastern Mediterranean University are given the opportunity to change their programs of study depending on the set quota determined by the units implementing the said programs. The applications of students wishing the change the programs are finalised by the Faculty or School Board with a consideration of the relevant Department Council’s views.

 

For the nationals of the Turkish Republic, the international agreement pertaining to the mutual recognition of universities established in accordance with the Republic of Turkey and the Turkish Republic of Northern Cyprus law and legislation is applied.

 

 

(3)

Internal Vertical Transfers:

 

 

A)    Students who gain the right to study at an undergraduate program or who are expelled from an undergraduate program due to academic failure are given a chance to transfer to a school program based on the School Council’s decision.

B)     Graduates of two or three-year school programs of Eastern Mediterranean University can be admitted to four year programs based on the Faculty/School Council’s consent.

 

(4)

External Vertical Transfers:  Graduates of two or three-year programs of an institution of higher education can be admitted to undergraduate programs subject to the decision of the relevant Faculty or School Council.

For the nationals of the Turkish Republic, the international agreement pertaining to the mutual recognition of universities established in accordance with the Republic of Turkey and the Turkish Republic of Northern Cyprus law and legislation is applied.

 

(5)

Exemptions of Transfer Students: Exemptions and course schedule of transfer students are determined by the relevant Department Council.

Applications, Evaluation and Announcement of Results

12.

(1)

A)    Students wishing to apply for a horizontal transfer are required to submit an application file with the relevant documents attached to the Registrar’s Office following the announcement of the transfer quotas.

B)     In the event of the number of applications being lower than the set quota, applications up to the set quota are accepted.

 

 

(2)

After having evaluated each application taking into account the relevant rules and regulations and the set criteria, each academic unit informs the Registrar’s Office regarding their decision.

 

 

(3)

A)    Results of the applications for horizontal transfer are announced latest by one week before the registration period.

B)     In the event of the set quota not being met following the announcement of the results, additional applications may be invited. Results of the additional applications are announced before the last day of the course add and/or drop period.

Transfer to Programs

13.

(1)

After admission to EMU, students gain the right to attend their allocated programs, subject to their success in the Foreign Languages and English Preparatory School’s English Proficiency Exam specified on the Senate-approved academic calendar of the aforesaid school. Students who fail the English Proficiency Exam are required to attend the Foreign Languages and English Preparatory School programs.  Vertical transfers between the Foreign Languages and English Preparatory School and other programs take place according to the principles specified in Articles 17 and 18 of the Eastern Mediterranean University Education and Examinations and Success By-law.

 

 

(2)

In the event of foreign students whose native language is not Turkish wishing to transfer horizontally or vertically to programs conducted in Turkish, they are required to certify that their knowledge of Turkish language is sufficient by taking Turkish proficiency exams of the relevant institutions or units. Students who fail the Turkish Proficiency Exam are required to attend the Turkish Preparatory Program.

Re-admission Conditions of Students who are Expelled from EMU or any Other Institution of Higher Education

14.

Students who have been expelled from EMU or any other higher education institution can be re-admitted to the University subject to the fulfillment of the conditions specified in Articles 4, 5 and 6 of this regulation. Such students’ requests for exemption for previously taken courses are evaluated and finalised by the Department or School Council. However, students who are expelled from the University as a result of a disciplinary offense are excluded from this application

Entrance Exams

15.

An entrance exam prepared by EMU is administered to TRNC nationals wishing to be admitted to the Eastern Mediterranean University. The exam is prepared by taking each unit’s subjects into consideration.

Application to Entrance Exams

16.

The Registrar’s Office receives the applications for the entrance exam within the period set by the University. High school diplomas or any other graduation documents are not required during application. Applications are done through formal application forms of the University. Exam fees have to be paid during application. Applications of candidates who fail to fulfill these requirements are not valid.

Medium of Language in Exams

17.

Exams are held in Turkish and/or English.

Exam Date and Venue

18.

Date and venue of exams are determined by the Senate and announced by the Rector’s Office.

 

III. VARIOUS PROVISIONS

Cancellation of Registration

19.

Registrations of candidates who have missing or tampered documents, and/or who have been expelled from EMU or any other equivalent higher education institution as a result of a disciplinary offense are cancelled. Such students are not entitled for any claims.

    

IV. FINAL PROVISIONS

Executive Power

20.

This regulation is executed by the Eastern Mediterranean University Rector’s Office.

Abolition

21.

As soon as this regulation takes effect, former Eastern Mediterranean University Entrance Examinations and Student Admission Regulation (ref. no. 59/1994) is abolished.

Coming into Force

22.

This regulation comes into force starting from the 2019 – 2020 Academic Year Fall Semester following its publication in the Official Gazzette.
