Definitions

2.

Unless otherwise stated in this Regulation, the meaning of following terms are as follows:

EMU Dormitory Custodian stands for persons in charge of EMU Girls and Boys Dormitories,

Student, Eastern Mediterranean University students,

Rector’s Office, Eastern Mediterranean University Rector’s Office,

University, Eastern Mediterranean University,

BOT Dormitories, dormitories that are built according to a special Build-Operate-Transfer protocol and run accordingly within the premises of Eastern Mediterranean University,

BOT Dormitory Custodian, the highest ranking manager of the relevant Build-Operate-Transfer Dormitory.

Aim and Scope

3.

The aim of this regulation is to run, administer and inspect the dormitories and to meet the needs of the resident students by providing a comfortable, well organized and secure living environment for the students.

 

 

CHAPTER 2
Dormitory Administration

Duty, Power and Responsibilities of Dormitories Director and Dormitory Custodians

4.

(1)

Dormitories Director is the highest ranking official of EMU dormitories and BOT dormitories. The duty, power and responsibilities of Dormitories Director are as follows:

(A)

Supervises the dormitories in accordance with the rules and regulations of our University and, under the signed contracts.

(B)

Maintains coordination between the owners/administrators of the BOT dormitories and our University’s relevant units.

(C)

Evaluates the requests and complaints from the dormitories and implements as is due upon the approval of the Rector’s Office.

(D)

Taking into account the university’s development policy and student population, assesses the needs related to the design of new dormitories or the enhancement of existing ones, and regularly submits reports on this matter to the Rector’s Office.

(E)

Implements or ensures the implementation of the dormitory-related decisions taken by the authorized board of the University.

(F)

Determines and supervises the rules regarding the conditions of eligibility to the dormitories and keeps track of their records.

(G)

Helps with the social & cultural development of the student residing at the dormitories.

(H)

Takes all measures or ensures that required measures are being taken necessary to maintain discipline in the dormitories, within the framework of the regulations in effect.

(I)

Carries out or ensures the necessary inspection and control regarding the employment of personnel working in BOT dormitories in accordance with the relevant laws.

(J)

Ensures that all dormitory properties are used properly and are well protected either oneself or in collaboration with the dormitory custodian(s).

(K)

Cooperates with “EMU and BOT Dormitory Custodian” while carrying out the duties, powers and responsibilities.

(2)

Dormitory Custodians perform the following duties, powers, and responsibilities regarding the maintenance of EMU Dormitories and BOT Dormitories:

(A)

Assists the Director in ensuring that the units operating under the Dormitories Directorate provide services in accordance with the regulations in effect.

(B)

Assists the Directore in ensuring the coordination between the units operating under the Dormitories Directorate.

(C)

Acts as a proxy for the Dormitories Director in needed circumstances.

(D)

If deemed necessary, changes the room of the student and informs the Dormitories Director on the reason with a written notification.

(E)

Fullfils all relevant tasks/duties to be assigned by the Dormitories Director.

 

 

CHAPTER 3
Admission and Residing at the Dormitories

Admission to the Dormitories and the Right to Reside at the Dormitories

5.

Matters concerning admission to the dormitories and residing at the dormitories are as follows:

(1)

Students who wish to stay at the EMU dormitories and BOT dormitories should be registered students of the Eastern Mediterranean University.

(2)

Applications should be submitted to the Dormitories Directorare in accordance with the duration and rules specified by the Dormitories Directorate.

(3)

All new students registering to Eastern Mediterranean University reserve the right to register into the EMU Dormitories within the framework of available vacancies.

(4)

Upper-level students reserve the right to register into the EMU Dormitories within the framework of available vacancies.

(5)

Rector’s Office sets the rules to be applied for students who are registering Eastern Mediterranean University with the Accommodation Scholarship.

(6)

Students who wish to stay at BOT Dormitories should be registered students of the Eastern Mediterranean University.

(7)

Applications for BOT Dormitories should be submitted in accordance with the duration and rules specified by the BOT Dormitories Management.

(8)

Accomodation services at EMU Dormitories and BOT Dormitories may be provided for visitors, within the framework of available vacancies, for a duration to be deemed appropriate by the Rector’s Office.

Accomodation at Dormitories in Cases of Offense, Sickness and Other Circumstances

6.

Dormitory accomodation criteria applied in cases of offense, sickness and orher circumstances are as follows:

(1)

In cases where a student is sentenced, convicted or alleged, and even if they are acquitted, the Rector’s Office decides whether s/he will be accepted back to the dormitories.

(2)

Student(s) who is found unsuitable to live in the dormitory for reasons of health issues (must be documented), the Rector’s Office can ban the student(s) from entering the dormitory, or terminate their dormitory contract.

(3)

In an event of the student being absent for a total of 15 days in one semester without presenting any reasonable excuse, the student is disenrolled from the dormitory and no refunds are issued. 

Cancelling the Registration of a Student who does not move in the Dormitory

7.

The dormitory registration of a student is cancelled if the student who had registered to the dormitory, does not move in the dormitory within 15 days from the course commencement date specified in the Academic Calendar, without presenting any valid/reasonable excuses.

Objection to Dismissal from the Dormitory

8.

A student who is dismissed from the dormitory can submit a written complaint to the Rector’s Office within the first 5 working days following the date of dismissal. However, the object does not suspend the implementation of the dismissal decision.

Returning the Commodities Assigned upon Dismissal from Dormitory

9.

The student who is issued a dismissal from the dormitory is obliged to return all the commodities assigned to them to the dormitory custodian within a maximum duration of 3 working days.

 

 

CHAPTER 4
Rules Implemented in the Dormitories

Maintaining the Order and Discipline

10.

Dormitories Director is entitled to execute below-mentioned powers, if deemed necessary, with the aim of maintaining the order and discipline in the dormitories.

(1)

“Warning Letters”, specified in Article 11 and Article 12 of this regulation, are sent to students and/or their parents/gurdians by the Dormitories Director, for students whose attitudes and behaviours are deemed inappropriate within the framework of rules.

(2)

If deemed necessary and within the framework of the rules and regulations, Dormitories Directorate reserves the right to send the students to the Disciplinary Committee for reasons of misconduct.

(3)

In the event of an incident, BOT is obliged to inform the Dormitory Directorate regarding the matter and help the University personnel in performing their duties.

1st Warning Letter

11.

1st Warning Letter is issued to students who perform below-mentioned acts. The actions causing the issuance of the 1st Warning Letter, method of the written notification and the measures to be taken are as follows:

(1)

Acts requiring issuance of 1st Warning Letter;

(A)

Behaving in a way and manner unfit to a student,

(B)

Being rude and disrespectful to others,

(C)

Acting in ways that disgrade the dormitory staff members,

(D)

Not keeping the surroundings clean,

(E)

Making noise, using devices that cause loud noiseses in a way disturping the others,

(F)

Not presenting information or documents requested by the Dormitories Directorate on time, avoiding to receive notices, not responding to such notices on time and, in this context, making Dormitories Directorate’s work difficult,

(G)

Using electronic appliances deemed inappropriate to be kept in the dormitory rooms by the Dormitories Directorate,

(H)

Possessing alcoholic beverages in and around the dormitories.

(2)

The 1st Warning letter is served to the student in written format, requiring their signature upon receipt. 

(3)

If deemed necessart, below-mentioned measures might be taken against a student who is served with a 1st Warning letter:

(A)

Dormitories Directorate can change the room of the relevant student.

(B)

The student might be referred to the University Disciplinary Committee.

2nd Warning Letter

12.

The 2nd warning letter is sent to students who repeat the behaviors specified in Article 11 and engage in the behaviors mentioned in this article. The cases requiring a 2nd Warning letter, the method of written notification, and the measures to be taken are as follows:

(1)

Acts requiring issuance of 2nd Warning letter:

(A)

Repeating the acts and behaviours that initially caused the student to be issued with the 1st Warning Letter,

(B)

Acting in ways that undermine the respect and trust required by the status of being a student,

(C)

Writing, drawing symbols, or attaching anything to walls, doors, or furnitures; damaging them; posting any announcement or poster anywhere outside of one’s own room without the approval of the Rector’s Office or the Dormitories Directorate; using dormitory rooms, facilities, or surroundings for purposes other than intended,

(D)

Removing, tearing, changing, writing or painting on the announcements posted by the Dormitories Directorate or posted upon the approval of the Dormitories Directorate,

(E)

Providing the dormitory management with incomplete or wrong information or not providing any information at all,

(F)

Disobeying the rules specified in the Student Dormitory Contract.

(2)

The 2nd Warning letter is served to the student in written format, requiring their signature upon receipt. 

(3)

If deemed necessart, below-mentioned measures might be taken against a student who is served with a 2nd Warning letter:

(A)

Dormitories Directorate can change the room of the relevant student.

(B)

The student might be referred to the University Disciplinary Committee.

Referral to the University Disciplinary Committee

13.

Dormitories Directorate refers students acting in ways specified below to the Univesity Disciplinary Committee.

(1)

Possessing or using weapons, explosives, flammable materials, dangerous equipment,

(2)

Gambling or to have equipment’s used in gambling,

(3)

Using drugs or keeping drugs within the premises of dormitories,

(4)

Fighting,

(5)

Stealing,

(6)

Consuming alcoholic beverages in or around the dormitories,

(7)

Engaging in actions that disturb the peace and tranquility of the dormitories,

(8)

Polluting the surroundings of the dormitories,

(9)

Harming the commodities and facilities of the dormitories,

(10)

Providing Dormitories Directorate with wrong information, making false statements,

(11)

Providing accommodation for students who are not residents of the dormitory,

(12)

Disregarding or ignoring the warnings of the Dormitories Directorate,

(13)

Behaving in an immoral manner and in a way not listed above,

(14)

Disobeying the rules set by the Dormitories Directorate and other authorised bodies,

(15)

Giving away or selling one’s room, bed, or any belonging which belongs to the dormitory to another person,

(16)

Allowing individuals, whether a registered or unregistered student, to use or granting permission for use of one’s room,

(17)

Suspension Penalty

14.

Students who are issued with a “Suspension Penalty” from the university, unless otherwise specified by the Rector’s Office, cannot stay at the dormitories during the period of their penalties. In such cases, the dormitory fee is not refunded to students.

Reimbursement of Lost Commodities or Damages

15.

Resident students are responsible for covering all the damage to or loss of property. The cost of damage or loss is calculated according to the cost price of the day payment is made. In cases where dormitory property used mutually by all students, receives damage or loss, the cost will be collected in equal sums from all of the users if the student responsible for the damage or loss is not identified. The cost price will have to be paid by the students within 10 working days after the bill is received. In the event of failing to pay the bill, an inquiry is initiated. The Registrar’s Office or the Dormitories and Cafeterias Directoreate will not process any applications affiliated with the relevant student(s), and all documents of that student(s) will not be handed.

BOT Dormitories Student Lists

16.

(1)

BOT Dormitories are responsible for preparing and submitting a list of the resident students to the Dormitories Directorate and/or entering the list onto the student systems of the Dormitories Directorate within the first two weeks of each academic calendar.

(2)

Changes in student registrations that occur during the academic year must be reported to the Dormitories Directorate and/or entered into the dormitory student system within 3 working days.

 

 

 

CHAPTER 5
Dormitory Fees

Fees and Dues

17.

(1)

The fees and dues of EMU Dormitories are determined annually by the authorized bodies of the university by taking the present conditions of that year into account.

(2)

BOT Dormitories determine their bed fees within the framework of their management policies and, inform the Dormitories Directorate on the determined fees at the end of May each academic year.

EMU and BOT Dormitory Fees

18.

(1)

Each year, the EMU Dormitory fees are collected in full during the dormitory registration process. However, payment in instalments might be accepted on the condition of providing a valid excuse and upon the approval of the Rector’s Office.

(2)

Students who register as of the course commencement date specified on the Academic Calendar until the end of October, pay full annual registration fee.

(3)

A 10 % discount per month for applied for students who register to the dormitories between November and the beginning of January.

(4)

If a student changes his/her dormitory room, the facilities available in each room is evaluated and the difference in price is either requested from the student or refunded to the student.

(5)

Each year, the BOT Dormitory fees are collected either in full or in accordance with the instalment payment plan which had previously been announced by the relevant dormitory. Students are entitled to stay at the dormitory for an academic year. No additional fee can be requested for services specified in the entrance forms which were signed upon the entrance to the BOT Dormitories.

(6)

The discounts to be applied for students who will register to the BOT Doritories after the commencement of the Academic Semester are determined by the relevant dormitory managements.

Fees During Holidays

19.

The fees to apply for guests and students who will stay at the dormitories during the Summer Semester and half-year holidays are determined by the authorised bodies.

Fees to be Applied for Students who wish to Move Out of the Dormitory

20.

The dormitory fees to be paid by students moving-out the EMU dormitories are collected within the framework of the rules specified below. These rules are applicable only to students registering annually:

(1)

Students who have completed registration for EMU dormitories but decided to withdraw, regardless of whether they have moved in or not, within the period from the dormitory registration date until the end of the first week following the commencement of classes, as specified in the Academic Calendar, are obliged to pay 20% of the annual fee of the relevant dormitory.

 

(2)

Even if a student has not moved in the dormitory as of the class commencement date specified in the Academic Calendar and decides to withdraw from the dormitory within the second week, they are obliged to pay 35% of the annual fee of the relevant dormitory.

 

(3)

Even if a student has not moved in the dormitory as of the class commencement date specified in the Academic Calendar and decides to withdraw from the dormitory after two weeks or until the end of January, they are obliged to pay 70% of the annual fee of the relevant dormitory.

 

(4)

If a student decides to move out of the dormitory later than January, they are obliged to pay the full annual fee of the relevant dormitory.

Semester Registration for EMU Dormitories and Fees to be Applied for Students who wish to Move Out of the Dormitory

 

 

21.

(1)

For all students who have one remaining semester prior to their graduations or students who commence their studies as of Spring Semester, a semester registration procedure is applied. Students who register to a dormitory for a semester are obliged to pay the 60% of the annual fee of the relevant dormitory in one payment. Students with graduation status can register to dormitories with a document to be issued from the Registrar’s Office.

(2)

Following rules apply for students who are registered in a dormitory for a semester and wish to move out:

(A)

Even if a student has not moved in the dormitory as of the class commencement date specified in the Academic Calendar and decides to withdraw from the dormitory within the first week, they are obliged to pay 30% of the semester fee of the relevant dormitory.

(B)

Even if a student has not moved in the dormitory as of the class commencement date specified in the Academic Calendar and decides to withdraw from the dormitory within the second week, they are obliged to pay 60% of the semester fee of the relevant dormitory.

(C)

Even if a student has not moved in the dormitory as of the class commencement date specified in the Academic Calendar and decides to withdraw from the dormitory after two weeks, they are obliged to pay 100% of the semester fee of the relevant dormitory.

Criteria for Moving Out of the Dormitory

22.

The rules applied to students who wish to move out of the dormitory are as follows:

(1)

The checking out procedures of students who wish to move out of EMU Dormitories are carried out under the contract they have signed.

(2)

The checking out procedures of students who wish to move out of BOT Dormitories are carried out under the contract they have signed.

(3)

Students who wish to move out of any dormitory, are obliged to terminate their relation with the relevant dormitory and obtain a ‘Relation Termination Form’.

 

 

CHAPTER 6
Student Rights

Right to Complain

23.

Students can request any services specified on any brochure, written document and written undertaking that were handed to them during their registration. In the event of not receiving such services, the student is entitled to file a petition/complaint against the relevant dormitory by submitting it to the Dormitories Directorate.

Complaint Boxes

24.

Students can submit any kind of complaints, wishes or requests either to the relevant dormitory custodian or to the Dormitories Directorate. In this regard, students can use the “Dormitories and Cafeterias Directorate Comlaint Boxes” located at each dormitory. 

 

 

CHAPTER 7
Miscellaneous Provisions

Room Inspection

25.

The rooms and commodities of dormitory residents can be inspected by the Dormitory Custodian or officials with the aim of checking safety and cleanliness and to see if the student abides by the rules within the framework of the Regulations and Principles for Student Dormitories.

Closing Down the Dormitory

26.

The Rector’s Office reserves the right to close down any dormitory in the event of natural disasters, wars and in similar cases of emergency.

Responsibility for Personal Belongings that are Forgotten/Left Behind

27.

Students are obliged to take all their belongings with them during the holidays or upon moving out of the dormitory for any reasons. Dormitory custodian/officials cannot be held responsible for any belongings forgotten or left behind at the dormitory.

Accompanying a Student in the Dormitory

28.

Dormitory residents cannot be accompanied by other persons during their stay at the dormitory.

 

 

CHAPTER 8
Security Structure of BOT Dormitories

Interior Security

29.

BOT Dormitories are responsible for any kind of problems that might occur within the premises of the dormitory. It is BOT Dormitories responsibility to prevent such kind of problems and, in the event of occurrence of such incidents, the BOT Dormitories are obliged to inform the Security Affairs Unit of the university through the medium of the Dormitories Directorate.

Nearby Area Security

30.

BOT Dormitories must ensure the security of their nearby area with their own security personnel. This personnel are required to immediately report any incident, potential incident, or suspicion to the university authorities.

Security Personnel

31.

BOT dormitory security personnel should consist of a uniformed security team equipped with a sufficient number of qualified staff and necessary equipment to ensure the security of the respective dormitory. The training of this personnel can be supported by the university through in-service training courses organized at regular intervals.

Emergency Cases

32.

Security personnel of the BOT Dormitories cooperate with the Security Affairs Unit of the university, out of working hours and in cases of need, to intervene right away any emergencies.

 

 

 

 

 

 

 

 

APPENDIX 1

 

REQUIRED DOCUMENTS TO BE SUBMITTED TO THE DORMITORIES DIRECTORATE FOR FINAL REGISTRATION PROCEDURES

 

1.     Original and/or copy of the certificate of enrolment of the relevant student who is to register to the dormitory.

2.     The contract signed by the student (also to be signed by the Dormitories Directorate).

3.     Dormitory fee payment slip.

 

 

 

 

APPENDIX 2

 

CONTRACT TO BE SIGNED BY THE STUDENTS REGISTERING TO THE EASTERN MEDITERRANEAN UNIVERSITY DORMITORIES

 

I, undersigned, ……………………………… , who is a resident student at the Eastern Mediterranean University Dormitories, accept and undertake the below-mentioned terms and conditions.

 

I will;

1.     not occupy places or use property other than the room, bed, wardrobe, desk, chair and etc. allocated to my use by the Dormitory Management.  

2.     not accept any visitors in areas other than those specified by the Dormitory Manaement for visitors even if they are EMU students,

3.     not accommodate anyone in my room,

4.     not cause damage to the dormitory walls, doors, or property by writing or drawing figures on them and in cases if such damage is done, I shall cover the expenses based on the price list of the time,

5.     not consume or carry alcoholic beverages or any kind of drugs on campus, in or near the dormitory buildings,

6.     not play any games classified as gambling,

7.     not post any posters on the walls of my room and the dormitory that are considered unethical,

8.     not keep anything that will cause smell, deteriorate or stain the wardrobe in my room,

9.     not consume any kind of beverages, food nor smoke in the study rooms,

10.  not smoke in my room or in closed area,

11.  not eat and smoke in the bedrooms,

12.  keep all my personal belongings and valuables in the locked drawers or cabinets, and will not keep the dormitory responsible for any lost items,

13.  not to be impolite or disrespectful toward others, will keep my environment clean, will not make noise, will not listen to loud music, watch TV or play a musical instrument in a way that will disturb the others,

14.  obey the ethical rules, will keep my room and other areas that I will be using clean and tidy,

15.  not to keep pets in my dorm room,

 

 

16.  not use any electrical appliances other than those specified in the booklet provided to me by the Dormitories Directorate,

17.  refrain from committing any crimes using technological devices, and that I will not attempt to access or damage anyone’s computer or device used for storing personal data.

18.  not intervene in the duties of the dormitory personnel and will be respectful toward them,

19.  show my Student Identification Card when asked for by the University, dormitory or security personnel,

20.  stay in the specified dormitories whether it be during the semester breaks, or long holidays or at times when the dormitories are closed due to some reason,

21.  enter the dorm not earlier than three days before the classes are due to start, and leave not later than three days after end of the academic year,

22.  not get a refund for the dormitories fees if I receive a suspension penalty,

23.  pay for all the damage caused to the dormitory property within 10 working days after receiving the notification, and,

24.  I understand and undertake all the above-mentined terms and conditions, have read the “Regulations and Principles for Student Dormitories Handbook” and will abide by all the rules written in the relevant Handbook. I understand and undertake that the Dormitories and Cafeterias Directorate reserves the right to refer me to the EMU Student Disciplinary Board if I violate any of these rules, will be dismissed from the Dormitory, and the EMU Student Disciplinary Committee may impose any other penalties on me.

TO THE ATTENTION OF STUDENTS RESIDING AT THE DORMITORIES!

 

1.     Each student is responsible for keeping their own room clean.

2.     Shared bathrooms and toilets must be left clean after use.

3.     Suitcases should be stored in the area designated by the dormitory management.

4.     Trash should only be disposed of in the waste bins provided in the rooms.

5.     Damages to items on the floors will be covered by all residents if the responsible individual cannot be identified.

6.     Since room cleaning is done regularly, valuable items should be kept locked.

7.     Leaving dirty kitchen utensils in the rooms is prohibited. Dirty utensils will be collected by staff upon the dormitory management’s instruction.

8.     Dirty kitchen utensils must be washed in the kitchen. Washing them in the bathroom is prohibited.

9.     All electrical appliances, such as irons and kettles, must be turned off after use.

10.  Fixtures in areas such as the TV room, cafeteria, bedrooms, and drawing room must not be moved to other locations.

11.  The computer lab is for use by dormitory residents only.

12.  Guests are to be received in designated areas and are not allowed in other areas or rooms.

13.  Any malfunctions in the rooms must be reported to the dormitory custodians as soon as possible.

14.  Use an adapter if the plug of your electrical appliance has two prongs.
