BY-LAW FOR DISTANCE POSTGRADUATE EDUCATION PROGRAMS

 

(Eastern Mediterranean University Senate prepared the following by-law based on Article 16 of By-law for the Foundation, Operation and Working Principles of the Institute of Postgraduate Studies and Research.)

Description

Distance education, as referred to in Article 5 of EMU regulations for the Foundation, Operation and Working Principles of the Distance Education Institute of EMU, is the term used to define education which is delivered online and, blended learning programs which provide online support to formal education.    

Aim and Scope

This by-law regulates the principles of the presentation, application and assessment in EMU Distance Postgraduate (thesis and non-thesis) Programs.  In addition, it defines the conditions under which the students register and are admitted to the programs, the principles of evaluation of students’ achievement, and the regulations for the design and implementation of the course/program syllabi.

Opening Distance Postgraduate Programs

Distance Postgraduate (thesis and non-thesis) Programs are opened in accordance with the principles defined in Article 8 of the regulations for the Foundation, Operation and Working of the Distance Education Institute of EMU.

Student Registration and  Admission  

5.

Student registration and admission to Distance Postgraduate Programs is implemented according to the EMU By-Law for Registration and Admission to Postgraduate Programs of EMU.

Programs, Exams and  Achievement

1)  In Distance Postgraduate Programs, the conditions for the number of courses to be taken and thesis or term-project work, the appointment of thesis or term-project supervisor, and the duration of studies are regulated according to the principles defined in the EMU By-law for Postgraduate Education and Assessment.  

2)  In Distance Postgraduate Programs, the conditions for the exams and achievement are regulated according to the principles defined in the EMU By-law for Postgraduate Education and Exams.

 

 

Course Content

The content and the academic level of the Distance Postgraduate courses are the same as the equivalent courses (if any) which are delivered face-to-face within the same program.  The Postgraduate Education and Research Institute is notified of the content of the online courses which will be opened for the first time in line with the content of the equivalent courses which are delivered face-to-face.  

 

The Organization of the Basic Facilities

1)  The necessary technical facilities for the Internet connection and server systems are provided by EMU Computer Centre.

 

2)  Software support which is necessary for the preparation and presentation of the course material through learning management systems, and technical support which is necessary to enable the students and the instructors to use the system are provided by the Distance Education Institute. 

 

Presentation and Implementation of the Programs

1)  Learning management system which will be used for the course presentation is proposed by the Distance Education Institute after examining such systems used worldwide and is approved by the Rector’s office. It is the responsibility of the Distance Education Institute to have the system set up and to have it run effectively.

 

2)  The departments which have distance postgraduate programs are required to cooperate with the Distance Education Institute on online course presentation techniques and it is mandatory that  the online running of these programs are monitored by the Distance Education Institute.

 

3)  Each course is implemented according to the criteria set by the course instructor.  These criteria are presented to the relevant Departments and the Distance Education Institute.  However, these criteria are to put great emphasis on activities that require intensive student participation and involvement.

 

4)  The course instructor, with the technical support provided by the Distance Education Institute, monitors and records the students’ attendance to the lessons and the exams, completion of homework, participation to the other activities, and the dates and the duration of these activities. 

 

Assessment, Evaluation 

and Exams

1)  Mid-term exams, homework and project work, can be done or delivered online or face-to-face depending on the preference of the course instructor.  However, total weight of the online mid-term exams, homework and the project work cannot exceed 50% of the overall course evaluation.     

 

2)  Final exams are done in the same way as in face-to-face programs.  In evaluation, the weight of the final exams is at least 50% of the total course grade.

 

3) In non-thesis programs, term project and its evaluation and, in thesis programs; postgraduate thesis, the appointment of the thesis evaluation committee and thesis evaluation are regulated according to the principles defined in the EMU By-law for Postgraduate Education and Exams.  

 

4)  As it is for students who follow face-to-face programs, official records, achievement level and other information as such of the students who enroll in online courses are kept by the Registrar’s Office and Institute for Postgraduate Education and Research. 

 

5)  As it is for students who follow face-to-face programs, end of term grades are transferred to the Registrar’s Office by the relevant instructor and by the Faculty/School which the distance course/program is a part of within the dates specified in the Academic Calendar. 

Graduation and Diplomas

1)  Graduation and diplomas are regulated according to the principles defined in the EMU By-law for Postgraduate Education and Exams.  

 

2)  The phrase ‘Distance Education’ is indicated in parentheses after the title of the program on the diplomas of the distance postgraduate programs.

Fees

12.

In distance postgraduate programs, on the condition that it does not exceed the specified fees of the equivalent face-to-face programs, registration fee for each course is proposed by the University Executive Board and is finalised by the Board of Trustees for each program at the beginning of the academic year.  In addition, depending on the type of the program, for the student support services such as face-to-face advisor support, supplementary course material, exams and mailing, an extra charge can be demanded.

This By-law is executed by the Rector’s Office.

Coming into Force

14.

This By-law becomes effective following its approval by the Senate of Eastern Mediterranean University.
