REGULATION FOR STUDENT SCHOLARSHIPS AND DISCOUNTED TUITION FEE APPLICATION

 

(Acts 18/1986, 39/1992, 58/1992, 37/1997 and 37/2011)

Regulation under Article 7(3)(J).

 

These regulations have been made by the Board under Section III, Article 7.(3-J) of the Statute establishing the Eastern Mediterranean University and Northern Cyprus Education Foundation.

 

These regulations also cover Regulations for EMU Student Scholarships and Discounted Tuition Fee Application (Amendment No.1/07 – 2/16).

In these regulations, "Persons with disabilities" refer to individuals who encounter difficulties in integrating into society as well as taking care of their daily lives because of an impairment in their physical, mental, psychological, emotional and social skills at varying degrees due to causes that may be present either from birth or at a later stage in life and, at the same time, to individuals who are in need of rehabilitation, counseling and support services, or to individuals with thalassemia or sickle-cell disease who have certified their disease, regardless of its degree, at health institutions either within the TRNC or in their own countries.

This regulation aims to ensure the smooth and accurate implementation of scholarship and tuition fee discount applications issued by the Eastern Mediterranean University within the set criteria and conditions specified below.

This regulation covers the rights of the students who have gained the right to receive scholarships or discounted tuition fees; the scope, amount, duration, conditions for application and termination of scholarships and discounted tuition fees.

EASTERN MEDITERRANEAN UNIVERSITY – INCENTIVE SCHOLARSHIP 1

This scholarship is awarded to students who have been successfully listed amongst the first 2000 students and who have been placed in one of the EMU programs according to results of the Turkish Republic University Entrance Exam held by the Turkish Republic Higher Education Student Selection and Placement Board (ÖSYM). The scholarship includes exemption from tuition fees, free accommodation in EMU dormitories, 10-month pocket money the amount of which has been specified in the ÖSYM handbook, coursebook fees per semester, two return flight tickets to Turkey per year and one notebook computer. The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

Scholarships of students who fail to graduate at the end of the standard duration of study specified for their registered program are terminated. For the consecutive two extended semesters following the completion of the standard duration of study, such students are required to pay 50% of the standard tuition fees specified for their respective program.  For each extended semester, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

 

At the end of the standard study period specified for their program and after having used their scholarship rights at the end of the said two semesters, students lose all their rights for scholarship. Students who leave their program of study also lose their rights for scholarship. However, if the said students transfer to another program with discounts for priority choice within their standard period of study, their tuition fee scholarship becomes subject to a 50% decrease and they lose all other rights gained within the framework of this article.

This scholarship is awarded to students who have been successfully listed amongst the top 2001 to 5000 students and who have been placed in one of the EMU programs according to results of the Turkish Republic University Entrance Exam held by the Turkish Republic Higher Education Student Selection and Placement Board (ÖSYM). The scholarship includes exemption from tuition fees, free accommodation in EMU dormitories, 10-month pocket money the amount of which has been specified in the ÖSYM handbook, coursebook fees per semester, and one notebook computer.

 

The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

Scholarships of students who fail to graduate at the end of the standard duration of study specified for their registered program are terminated. EASTERN MEDITERRANEAN UNIVERSITY – INCENTIVE SCHOLARSHIP FOR THE CITIZENS OF THE THIRD COUNTRIES

 

 

Based on the criteria specified by the “Third Countries Merit Based Scholarship Evaluation Committee” appointed by the University Executive Board and approved by the Board of Trustees, this type of scholarship is awarded to students who have demonstrated outstanding success at the university entrance exams administered by the Third Countries. The scholarship  covers the tuition fees and free accommodation in EMU dormitories.

 

The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

Scholarships of students who fail to graduate at the end of the standard duration of study specified for their registered program are terminated. For the consecutive two extended semesters following the completion of the standard duration of study, such students are required to pay 50% of the standard tuition fees specified for their respective program.  For each extended semester, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

 

At the end of the standard study period specified for their program and after having used their scholarship rights at the end of the said two semesters, students lose all their rights for scholarship. EASTERN MEDITERRANEAN UNIVERSITY – INCENTIVE SCHOLARSHIP -3

 

 

This scholarship is granted to students who have been placed into EMU scholarship programs specified by the Board of Trustees according to the University Entrance Exam results announced by the Turkish Republic Higher Education Student Selection and Placement Board (ÖSYM) and the results of the EMU Entrance Exam for students from TRNC. The scholarship only includes an exemption from the tuition fees specified in the ÖSYM handbooks.

 

 

The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

Scholarships of students who fail to graduate at the end of the standard duration of study specified for their registered program are terminated. For the consecutive two extended semesters following the completion of the standard duration of study, such students are required to pay 50% of the standard tuition fees specified for their respective program.  For each extended semester, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

SCHOLARSHIPS GRANTED ACCORDING TO THE TRNC – ÖSYS RESULTS: (Effective from the 2010-2011 Academic Year, this item of the regulation falls into desuetude on the condition that the rights of students already receiving this scholarship are preserved)

 

Based on the results of the TRNC Student Selection and Placement Exam (ÖSYS) or the University Entrance Exam held by Eastern Mediterranean University, students who have obtained the highest score from the Mathematics-Science (MS), Turkish-Mathematics (TM), Turkish-Social Sciences (TS), English Language (EL) and Visual Skills (VS) sections and who have gained the right to register in a program which admits students according to the previously listed score categories are granted a  scholarship covering tuition fees. The scholarship only includes an exemption from the tuition fees.

 

 

The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

Scholarships of students who fail to graduate at the end of the standard duration of study specified for their registered program are terminated. For the consecutive two extended semesters following the completion of the standard duration of study, such students are required to pay 50% of the standard tuition fees specified for their respective program.  For each extended semester, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

OTHER SCHOLARSHIP PROGRAMS

 

These are the 25% and 50% scholarship programs specified in  the Turkish Republic Higher Education Student Selection and Placement Board (ÖSYM) guides and EMU Entrance Exam. 

 

The duration of the scholarship is the standard period of study specified for the registered program. If necessary, the scholarship includes one additional year at the English Preparatory School for those programs which require English Preparatory education.

 

Scholarships of 50% scholarship students who cannot graduate from their registered programs at the end of the standard period of study is decreased to 25% during the following two consecutive semesters. For each extended semester, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

 

 

At the end of the standard study period specified for their program and after having used their scholarship rights at the end of the said two semesters, students lose all their rights for scholarship. Students with 25% scholarship exceeding the standard study duration of their designated program lose their scholarship rights and for each extended semester, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

 

Students receiving scholarships within the framework of this article and, at the same time, leaving the program of study during the standard study period lose their scholarship rights. However, if students with 50% scholarship transfer to another program with tuition fee discount for program choice within the standard study period, their scholarship decreases by 25%.

(A)

EXEMPTION SCHOLARSHIP AWARDED TO NATIONALS OF THE THIRD COUNTRIES:

 

In line the criteria specified by the “Third Countries Merit Based Scholarship Evaluation Committee” appointed by the University Executive Board and approved by the Board of Trustees, this type of scholarship is awarded to two undergraduate students per country. The scholarship  covers the tuition fees.

 

The duration of the scholarship is the standard period of study specified for the registered program and includes one additional year at the English Preparatory School, if necessary, for those programs which require English Preparatory education.

 

Scholarships of students who fail to graduate at the end of the standard duration of study specified for their registered program are terminated. For the consecutive two extended semesters following the completion of the standard duration of study, such students are required to pay 50% of the standard tuition fees specified for their respective program.  For each extended semester, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

(B)

TUITION FEE DISCOUNTS FOR NATIONALS OF THE THIRD COUNTRIES:

 

This type of discount is based on the criteria specified by the “Third World Countries Merit Based Scholarship Evaluation Committee” and approved by the Board of Trustees. Students receiving this discount after the Committee’s evaluation are granted a 50% or 25% discount from their tuition fees.

The duration of the scholarship is the standard period of study specified for the registered program and includes one additional year at the English Preparatory School, if necessary, for those programs which require English Preparatory education.

 

 

 

Scholarships of students with 50% tuition fee discount not graduating at the end of the standard duration of study are decreased to 25% during the following two consecutive semesters.  For each extended semester, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

 

 

At the end of the standard study period specified for their program and after having used their scholarship rights at the end of the said two semesters, students lose all their rights for scholarship. Students with 25% scholarship lose their right if they exceed the standard duration of study in their designated programs and for each extended semester, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

 

 

 

 

 

 

 

(C)

SCHOLARSHIPS TO BE AWARDED IN THE EVENT OF THE TERMINATION OF SCHOLARSHIPS AWARDED BY THE TURKISH REPUBLIC OF NORTHERN CYPRUS MINISTRY OF EDUCATION:

 

In the event of the termination of 100% tuition fee scholarship issued by the TRNC Ministry of Education for the nationals of the Third Countries, such students are granted 25% and 50% scholarship in accordance with Article 5(7)(B) of these regulations.  The tuition fee only covers the tuition fee exemption. The duration of the scholarship is the standard period of study specified for the registered program and includes one additional year at the English Preparatory School, if necessary, for those programs which require English Preparatory education.

 

Scholarships of students with 50% tuition fee discount not graduating at the end of the standard duration of study are decreased to 25% during the following two consecutive semesters after reaching the end of the standard period of study. For each extended semester, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year. At the end of the standard study period specified for their program and after having used their scholarship rights at the end of the said two semesters, students lose all their rights for scholarship. Scholarship of students with 25% discount is terminated and they are expected to pay the tuition fees specified for non-scholarship students who had registered for the same program in the current year.

TRNC – HIGH SCHOOL TOP SCORING GRADUATE SCHOLARSHIP:

Those students who have gained the right to register for a program at Eastern Mediterranean University after having successfully graduated from a high school or an equivalent institution as the top scoring student with a graduation degree of excellent are awarded a tuition fee discount of 50%. Scholarships of students who fail to graduate at the end of the envisaged period of study are terminated. However, for the consecutive two extended semesters following the standard period of study, the tuition fee discount is decreased to 25%.

 

For each extended semester following the standard period of study, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

 

At the end of the standard study period specified for their program and after having used their scholarship rights at the end of the said two semesters, students lose all their rights for scholarship. Students who leave their program of study also lose their rights for scholarship.

T.R.- HIGH SCHOOL TOP SCORING GRADUATE SCHOLARSHIP

Those students who are the nationals of the Republic of Turkey and at the same time, who have successfully graduated from a Turkish Republic high school as the top scoring student, and who have been placed in one of the undergraduate programs at EMU by the Turkish Republic Higher Education Student Selection and Placement Board (ÖSYM) or with the high school top scoring graduate quota receive a tuition fee discount of 50 %. Scholarships issued to such students who fail to graduate at the end of the envisaged period of study are terminated. However, for the consecutive two extended semesters following the standard period of study, the tuition fee discount is decreased to 25%.

 

For each extended semester following the standard period of study, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

At the end of the standard study period specified for their program and after having used their scholarship rights at the end of the said two semesters, students lose all their rights for scholarship. Students who leave their program of study also lose their rights for scholarship.

HIGH HONOR AWARD:

 

Students studying at undergraduate and associate degree programs who have taken the normal course load and who have been awarded a ‘High Honor’ degree in their respective programs following the attainment of  a minimum grade point average (GPA) of 3.50 and a CGPA of 3.00 and above are considered as a candidate for “High Honor Award” in line with the principles below and on the condition that they register for the following semester:

 

On the condition that the aforesaid GPA and CGPA average requirements are met within each faculty or school, the first ten top ranking students are granted the “High Honor Award”.

 

The High Honor Award is awarded as follows;

a)      The highest ranking student/s  is/are awarded three times of the valid gross minimum wage,

b)      The student/s ranking the second is/are awarded double gross minimum wage valid at the time,

c)      The student/s ranking the third and further are awarded one gross minimum wage valid at the time.

 

The said ranking is obtained at the end of the second semester after the grade point averages of the students of the relevant  faculty or school have been ranked from the highest to the lowest. In the event of having students with equal grade point averages (GPA), the student with a higher Cumulative Grade Point Average (CGPA) is ranked higher.

ENGLISH PROFICIENCY MERIT SCHOLARSHIP:

Those students who have studied at Foreign Languages and English Preparatory School for at least one semester, and who have been ranked amongst the top three students according to the English Proficiency Exam after having successfully completed Intermediate or Upper-intermediate program are awarded a notebook computer by the Rectorate. In the event of having more than three students obtainining equal results from the English Proficiency test, the ranking process is repeated with a consideration of the said students’ level test scores.

SPORTS GRANT:

 

EMU offers a grant to a student who achieves the first place individually or in teams in a sport activity representing EMU that is accepted by the University Executive Board, or who is a national player in his/her country and an active member of one of the EMU Sports Clubs. The grant covers full or partial reduction in tuition fees or accommodation fees of the EMU dormitories.

 

The scope of the grant, duration and conditions are regulated by the principles for “Eastern Mediterranean University Sports Grants Application” specified by the University Executive Board and approved by the Board of Trustees.

DISABLED STUDENT SCHOLARSHIP (TRNC):

 

In line with the annual quota specified upon recommendation of the University Executive Board and the approval of the Board of Trustees, TRNC nationals who have a disability degree of 40% and above, or whose father or mother has a disability degree of 40% and above, or, in the event of having no parents, those who have a guardian with a disability degree of 40% and above, are eligible to receive tuition fee scholarship on the condition that they meet EMU entrance requirements and that they certify the disability through the relevant institution. The scholarship continues until the graduation of the student.

SCHOLARSHIPS FOR THE CHILDREN OF MARTYRS AND DISABLED VETERANS (TRNC):

Children of those who are accepted as martyrs or disabled veterans are exempted from the tuition fees on the condition that they gain the right to study at EMU. The scholarship continues until the graduation of the student.

SCHOLARSHIPS FOR THE NATIONALS OF TURKISH REPUBLIC WHO HAVE TRANSFERRED TO EMU FROM FOUNDATION, PRIVATE AND STATE UNIVERSITIES:

Granted in line with the areas and rates specified upon the recommendation of the Rector’s Office and the approval of the University Executive Board, this type of scholarship is awarded to the nationals of the Turkish Republic who will register for EMU through horizontal transfer.

 

 

The duration of the scholarship is the standard period of study specified for the registered program and includes one additional year at the English Preparatory School, if necessary, for those programs which require English Preparatory education.

 

Scholarships of students who fail to graduate at the end of the standard duration of study specified for their registered program are decreased to half during the first two extended semesters. For each extended semester following the standard period of study, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

 

At the end of the standard study period specified for their program and after having used their scholarship rights at the end of the said two semesters, students lose all their rights for scholarship. In the event of students with 25% scholarship exceeding the standard duration of study in their allocated programs, they lose their scholarship rights in full. For each extended semester following the standard period of study, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year.

POSTGRADUATE SCHOLARSHIP:

(A)

Awarded during during the Fall and Spring Semesters, postgraduate scholarship refers to the 100% and 50% scholarship offered to a certain number of students studying at postgraduate programs upon the recommendation of the Institute for Graduate Studies and Research and approval of the Rector’s Office.  Students wishing to benefit from Postgraduate Scholarship are expected to submit their application to the Institute for Graduate Studies and Research. Criteria for application is specified by the Institute for Graduate Studies and Research. Applications for scholarship are evaluated by the academic units. In accordance with Article 4(5) of the ‘Research Assistant Appointment and Postgraduate Scholarship Regulations’, students found suitable to receive 100% scholarship are appointed as ‘Category E Research Assistants’. These students are expected to undertake duties for 5 hours per week at academic units or, if deemed necessary, administrative units.     

 

 

 

 

(B)

Durations of postgraduate scholarships in Eastern Mediterranean University for each academic year;

 

1) The duration of the postgraduate scholarship is 4 semesters for master’s programs and 10 semesters for doctoral degree (PhD) programs. Scholarships of students not graduating at the end of the standard period of study are decreased to half for the following two semesters and for each extended semester outside the standard duration of study, students are required to pay the tuition fees specified for non-scholarship students who have registered to the same program in the current year. A student’s part-time or full-time status does not affect the duration of the scholarship. Semesters of frozen registration are not within the scope of the scholarship and students undertake the payment of the fees for freezing their registration

 

 

2) In the event of taking a scientific support (deficiency program) or English Preparatory program  prior to the start of the master’s/doctoral degree (PhD) program, semesters spent in the aforesaid programs are added to the duration of the scholarship, on the condition that they have not exceeded one year.

 

3) Scholarships of the students who change their programs continue as usual, on the condition that they do not fail any courses as well as seminar, project, thesis work and PhD qualifying exam and that they possess a minimum CGPA of 3.00 out of 4.00. Extension of the study period due to program changes does not extend the duration of the scholarship.   

 

4) Courses with NI status fall within the scope of the scholarship during the standard scholarship period.

5) A student declining his/her scholarship status may not be re-awarded scholarship unless s/he re-registers for the university and applies for scholarship again.

6) A discount of 20% is applied to the postgraduate program tuition fees of the TRNC public officers and employees of the institutions/organisations in TRNC which have settled collaboration protocols with Eastern Mediterranean University.

TUITION FEE DISCOUNTS FOR THE CHILDREN OF VETERANS (T.R.):

Children of those who served during the Peace Operation in 1974 and who have been granted the title of ‘Veteran’ are eligible to pay the same amount of the tuition fee specified for TRNC citizens upon their admission to EMU. The duration of the discount is the standard period of study specified for the registered program. If necesary, the discount may include one additional year at the English Preparatory School for those programs which require English Preparatory education. Discounts granted to students who fail to graduate at the end of the normal duration of study specified for their registered program are terminated. For each extended semester following the standard period of study, such students are required to pay the tuition fees specified for non-scholarship T.R. nationals who have registered to the same program in the current year.

From the children of the EMU staff and/or siblings and/or family members consisting of mother-father and children who receive education at EMU,

(A)  EMU staff (those who have worked at the university for a minimum of 15 years (including pensioners) starting from the 2012-2013 Academic Year ) receive a 50% tuition fee discount for each child receiving education at EMU, on the condition that they have been admitted to programs with no scholarships or discounts.

 

 

(B) EMU graduates receive a 25% tuition fee discount for each child studying at undergraduate and associate programs at EMU. If both parents are the graduates of Eastern Mediterranean University, a discount of 50% is applied on the tuition fee/s of the child/children.

 

(C)  siblings who study at EMU undergraduate or associate degree programs receive a discount of 25% for each of the first two siblings who meet the specified criteria. Further siblings receive a 75% discount in their tuition fees. Students who have been enrolled in a post-graduate program and, at the same time, who do not receive any discounts and/or support for their tuition fees from the University can benefit from a 10% discount for siblings.

 

(D)  Spouses or children of foreign nationals who work at EMU are eligible to pay the same amount of the tuition fee specified for TRNC citizens

 

(E)  Students of Dr. Fazıl Küçük Medicine Faculty, special students, students who have frozen their registration or students on part-time status are excluded from this application

 

(F) The discount given under this article continues until the graduation of the student.

OTHER CASES OF THE APPLICATION OF TUITION FEE DISCOUNTS:

(A)

STUDENTS WHO HAVE SPECIFIED EMU PROGRAMS (WITH NO SCHOLARSHIP/NO DISCOUNT OPTIONS) AS THEIR PRIORITY CHOICE:

Students who have specified EMU programs without scholarship/discount options specified in the ÖSYM Guide as their priority choice receive a tuition fee discount in line with the rates of discounts proposed by the University Executive Board and approved by the Board of Trustees. Students who wish to change their program  may continue to benefit from the discount in line with the criteria below and on the condition that the quota for the program of transfer has not been filled and that the program has a priority choice discount application. 

 

1) If the priority choice discount rates are the same, the student receives the same amount of discount in the transferred program.

2) If the priority choice discount rates are lower than  the student’s first program of registration (before the transfer takes place), the student receives the discount offered by the program of transfer.

3) If the priority choice discount rates are higher than the student’s first program of registration (before the transfer), the student receives the same amount of discount s/he was offered in the original program of registration. 

 

 

50% discount granted to students not graduating within the standard duration of study is decreased to half (25%) during the following two semesters. Correspondingly, 40% discount offered to students not graduating within the standard duration of study is decreased to 25%.  For each extended semester following the standard period of study, students are required to pay the new tuition fees specified for non-scholarship students who have registered to the same program in the current year

 

 

After having used their scholarship rights at the end of the said two semesters, students lose all their rights for scholarship. Discounts granted to students at rates of 25% and less are cancelled if they do not graduate within the standard duration of study.  For each extended year, such students are required to pay the standard tuition fees specified for the nationals of the Turkish Republic (non-scholarship/no discount) who have registered to the same program in the current year.

1)      Out of students who have been placed to an undergraduate program of Eastern Mediterranean University through the  Turkish Republic Student Selection and Placement Center (ÖSYM), children of teachers and academicians who perform duties in the area of education (including pensioners) receive a discount of 20%

 

 

 

2)   Out of students who have been placed to a program of Eastern Mediterranean University Faculty of Health Sciences or School of Health Services through the  Turkish Republic Student Selection and Placement Center (ÖSYM),  children of those who work in the field of health receive a tuition fee discount of 20%.

CONDITIONS FOR THE CANCELLATION OF THE SCHOLARSHIP OR DISCOUNT:

 

Unless otherwise stated, along with the special conditions necessary for the continuation of the scholarships or discounts specified in these regulations, in order for the scholarships/discounts specified under this regulation to be cancelled, the following conditions are sought:

(a)        conditions for a scholarship/discount not being valid anymore,

(b)       termination of a student’s registration due to any reason,

(c)        engaging oneself in an action that is accepted as a disciplinary offense which results in the termination of the scholarship/discount

 

 

(2)

RE-AWARDING CANCELLED SCHOLARSHIPS:

Scholarships or discounts may be re-awarded on the condition that reasons for their cancellation are no longer valid.

In order to increase quality (successful and qualified) student flow to the University and/or to promote the University abroad, scholarships on transportation, accommodation (dormitory), books and tuition fees are applied by the Rector’s Office upon informing the University Executive Board, on the condition that the budget approved by the Board of Trustees has not been exceeded.

(2)

In situations of necessity that fall outside these regulations, the Board of Trustees may grant tuition fee scholarships/discounts on the condition that the approved budget has not been exceeded.

Excluding the conditions originated by the University administration, if students are on part-time status during certain semesters, those semesters are considered and processed as full semesters in terms of the scholarship awarding period.
